English made rear frames that bolt straight on to the 411 Scram models to offer support for soft luggage and to prevent contact with the tyre. Sold as a set of 2 and includes all fixing bolts in stainless.

The frames will fit without the need to relocate the indicators but depending on the actual soft panniers you are using this would need to be considered.
